I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Hi There,
Try to create a new outlook profile for the user by going in control panel,
double click on mail-->click on show profiles--> add-->ok
set up the email account and make sure you tick on prompt for profile to be used, click ok
and open outlook, you will be asked what profile to start.
check if it works on the new profile, and delete the one that is not working.
