URGENT!!! cannot run setup files on windows

i have a domain environment, currently im working to setup our network for PCI requirements
i run a automated cd to fix security on 2 windows servers
now i am unable to run setup files on the 2 servers, both in local admin and domain admin login i am unable to run setup
but other servers im able to do
any idea how can i fix this
it seems like registry problem
the error is 'you do not have permission to run the file'
im using windows server 2003

Its DISA Gold disk, it fixes windows for PCI requirements,

found a solution, exe file, right click there is an uption 'unblock'
