sounds like IE7 issue.
1. do a ipconfig /flushdns (then try)
2 right click on ie7 select internet properties, click on security tab, click local intranet, uncheck automatically detect local intranet.(then try)
3.uninstall ie7 and network adapter restart computer(then try)

revision to step 2

right click ie7, select internet properties, click security tab, click local intranet, click the sites button, then uncheck Automaticall detect local intranet, then save and try to reach those sites otherwise go to step 3.

Uninstalling the network adapter in device manager is faster than rewritting your loopback routes. When you restart the computer the adapter will be reinstalled with fresh routes. If you cant get to the internet after that your virus is still active and blocking routes. also make sure the firewall is off. If you are proxied ensure the internet enhanced security is turned off.

When ransomware hits your clients, what do you do?

MSPs: Endpoint security isn’t enough to prevent ransomware.
As the impact and severity of crypto ransomware attacks has grown, Webroot fought back, not just by building a next-gen endpoint solution capable of preventing ransomware attacks but also by being a thought leader.

scan has completed I am going to try a restore point first. Before I try uninstalling I will have to get someone onsite.  ty

I will keep you informed

chrisdunn_6Commented:
just uninstall in device manager and have someone onsite restart the computer. Its not a problem with the nic its the routing table.

chrisdunn_6Commented:
also hope you dont have time sensitive databases as restore point will kill everything from today to your restore point.

chrisdunn_6Commented:
another option batch file
set this batch file in task manager to run 2 minutes after you uninstall the nic

::start
shutdown -r -t 06 -c "resarting to reinstall nic"
exit

chrisdunn_6Commented:
Fire fox will work but last resort before reinstalling you may still be infected by signatures that arent detected by symantec.

At this time chrisdunn_6: I am going to accept your solutions.

the Restore worked data isn't kept on local systems.
If it goes down again I will do the uninstall of the NIC and then go from there.

thank you for your help.
