HOW TO FORMAT BRAND NEW WD SATA HARD DISK 250 GB IN FAT32 FORMAT

I GOT NEW ASSEMBLED SYSTEM (ATHLON X25600, ASUSMB, 250MB WD SATA HDD,
2 GB DDR2 RAM, ETC. ETC.
I GOT THIS SYSTEM WITHOUT ANY SOFTWARE INSTALLED ON IT SINCE I HAVE MY OWN
ORIGINAL WINDOWS 98 SE DISK.   I WOULD NOW LIKE TO PARTITION THIS 250 GB
IN TO 3 DRIVERS (PRIMARY AND EXTENDED WITH 2 LOGICAL) BUT AS IT IS A NEW
UNINITIAIZED HDD, I TRIED WITH SEAGATE DISK WIZARD, BUT DOES NOTHING.

I REPEAT IT IS ABSOLUTE NEW AND BLANK HDD WITH 250 GB.  I WANT IT PARTITIONED
AND FORMAT IN FAT32.

WOULD ANYONE GUIDE HOW TO INITIALIZE, PARTITION AND FORMAT THIS DRIVE

You can format the drive up to 750G into FAT32 without any issue
