Formatting an HTML table columns using XSLT

Hi experts

I have a attached below is a sample XML data, and a formatted table in what I want it to look like.

the XML is given in vectors, where the <Element> is a collection of both an <Index> and a <Value>.
The <Value> attribute can denote a single value, or multiple Element Collections.

For now, I assume that if a <Value> attribute contains 1 item, I will list this same item 10 times.

I am assuming for now that all vectors contain 10 vectors (to make life simple)

I really would appreciate it if you could help me out.
