ASPNET AJAX Fails to load on Page Refresh

I am using ASPNET AJAX, VS2008, Framework 3.5. I have ASPNET AJAX working fine in many places. I have a page which has several AJAX controls on it all of which work fine, except when the page is refreshed (via F5) it gives the infamous 'ASP.NET Ajax client-side framework failed to load'. The usual fix doesn't work because I already have AJAX working its not a web.config issue. I'm stumped any ideas would be welcome.

Turns out that Vista (IIS 7) was the cause of the problem this blog was what helped me solve the problem

I was missing this:
