Speaker phone controlled by PC

OK... I have a disabled neighbor that asked for my help.  He is able to control his PC from his wheelchair using a cordless headset, but he can't answer or make phone calls.  He asked if there was a way to receive and make calls on his computer with as few mouse clicks as possible.  He wants to use his existing phone line, so Skype and most SIP softphones are out.  I wondered if this modem would work, and if the software used for dialing out could be controlled solely by mouse clicks?

The second link is the best it has Speech recognition, so no need for the mouse even
