2007 exchange server was brought in.  mailboxes were moved

2003 machine demoted off domain and the 2007 exchange server was renamed to match the name of the old 2003 exchange server

we have tried rejoining old 2003 server to the domain.  it wont boot.  it is stuck on applying computer settings.

Is the old 2003 machine properly demoted from the domain.Did you uninstall exchange before demoting.
Before rejoining the old2003 machine to the domain did you rename it remember you already have exchange 2007 server with teh same name.

exchange was never uninstalled from the 2003 server.  it was joined to a workgroup after the 2007 exchange was changed to its original name.  we just changed the name of the new 2007 exchange server to soemthing else on the domain and tried to rejoin the 2003 server to the domain as its former name.

it shows up in computers and users.   but it hangs on applying computer settings.

So you just brought back everything what it was before, but only thing is 2003 server is shutdown.Give some time for exchange and AD to get updated and then try adding it to the domain.
