outlook won't close task

Recently, when I close Outlook 2003 on this laptop, the Outlook task is still running when I look in Task Manager. If I try to restart Outlook, I get no errors but Outllok will not restart since it is really already running.
If I rebioot the laptop and restart Oulook, I get an errior that Outlook was closed correctlly before, and the PST is scanned for errors.
If I force ending the Oultook task (End Now) and restart Oulook, I also get an errior that Outlook was closed correctlly before, and the PST is scanned for errors.

    Try opening:
    C:/Program Files/Common Files/System/MSMAPI/1033/scanpst.exe

    And scanning your PST file for issues.

    Hello Lee,

    An addon or external program is preventing Outlook from closing.  Run this troubleshooter when Outlook Cannot Close

    THis is a classic problem for Outlook. Check the add-ins you are using and disable any not required.

    Tools > Options > Other > Advanced > COM Add-ins

    Untick any you don't need.

    Sometimes it is caused by an add-in that you need, and you just have to go through the pain of stopping the Outlook process when you want to restart Outlook.

    I usually wait until I can't see any Activity on Outlook. If it is using some CPU time - maybe it is still synchronising or something.
