New User Wizard does not create Exchange Mailbox

I have a SBS 2003 server, which other than this issue has been fine.  When creating a new, user the process completes fine but the user doesnt get a mailbox in the mailbox store.  Normally you may have to go to OWA and login to initialize the box if the user doesnt have Outlook but now all email services for that user do not work.  In the AD user settings, the Exchange tabs have all the correct information and features listed.  Other than re applying service packs, I cant think of any other solutions.

Try restarting the system attendant service and see if this solves the problem

are you able to send an email to the new user's email address from your account?
does the mailbox appear after that in ESM?

Any email sent to the user bounces back.  I also re applied ExCh Sp2, still no change.

There is a email address in the users properties and I have also run a update and rebuild on all policies.  I'll send a message for a NDR response.

No NDR, but I may have that disabled in the SMTP settings.  I did notice that when trying to access OWA I get the following message:

HTTP/1.1 503 Service Unavailable

are you able to track the message via message tracking?
does tracking show the message being sent to the new user?

I can track the messages to the user, here are the results:

SMTP:Message Delivered Locally to user@domain.com
SMTP:Message Schedules to Retry Local Delivery
SMTP:Message Sent to Badmail

This only applies to any newly created mailbox.  I have tried creating accounts using the standard user wizard as well as AD.  All existing mailboxes operate normally.

No, the contents of the Bad Mail folder do not reflect any messages since 2005.  They are not landing there at all.

When checking the mailbox rights on the affected user, i get the following error:

The operation could not be completed because this store is not mounted.

ID no: c1041732
Microsoft Active Directory - Exchange Extension

I checked for solutions to this error and tried running a eseutil /d on the database.  No luck.  

Could this be a database corruption issue even though the mailbox store is mounted and running fine for existing users?

check http://www.exchangeinbox.com/article.aspx?i=79 and http://support.microsoft.com/kb/884068 to enable the badmail folder.
is the exchange server name in the general tab of this user's properties reflecting the correct mailbox store?

No Joy on Bad Mail Folder creation.  I followed the steps to create the Bad Mail Folder and then created a new user and got the same error.  I also tried creating user with different user group designations (i.e. Users, Mobile Users) but no change.  Does anyone know of a way to create a mailbox manually in Exchange in SBS?

PROBLEM SOLVED!!!!!

When trying to check the affected users Exchange User Rights, I got the error no id: c1041732.

I went to users in Ad and looked at the user properties.
ExchangeAdvance--> Mailbox Rights
ID no: c1041732

The problem is that is does not specify which store is not mounted.  Several months ago I created a Recovery Store to restore some deleted accounts.  The store just sat there for months until I tried to delete it to clear some space. I got an error so I set the store mount manually.  Later while trying to delete the store I got an error stating that the store could not be deleted because it was being used by user accounts.  This was puzzling since no mailboxes where listed in the mailbox folder and not entries in the login folder as well.

Ultimately, I deleted all of the users that had the issue, deleted the store and re-created the users.  All is well.
