How to restrict users from login to a domain on a particular time period

We have Windows 2003 Domain Controller. We want to restrict users from login to the domain between 8 pm to 9 am every day.

I changed the schedule by applying Logon Denied permission between 9 am-8 pm. from User Account Properties, but still users are able to log on to the domain between that time period.

I want users to be restricted from login to the domain between that time period.

    Yes you can do it for an OU using a GPO
