Moving multiple mailboxes from Exchange 2003 to Exchange 2007

What is the best way to move multiple mailboxes from Exchange 2003 to Exchange 2007 if both servers are in the same forest?

two options
1.  use the exchange system manager to move the mailboxes,
2.  use exmerge to export the mailboxes, move the account to the new server then use exmerge to import the mail back to the new mail server

I plan on using Exchange System Manager as there is no need to export to pst. Should I move them one at a time or all at once?

depends on how large the mailboxes are, and the speed of the link.  i usually do it after hours.  then you can usually do it all at once.
