Problem in Create Database Connection - JDeveloper

I download the Oracle 10g from oracle web site (Free edition) after that I download it.

I created database called Test_Db and the SID is TestDb

I make the password for sys and system is test123

After installition finish I try to create new database connection in JDeveloper
but I faild I get error messege

Can any body help me ?

Role:  SYSDBA (using the SYS account)
Replace localhost with your database server's IP address or DSN name;  the port is whichever port the listener for that database is using (default 1521), replace ORCL with the actual database SID (testdb).
