Help- Outlook 2003 error with a vpmsece3.dll file.

I am getting this error when I start up Outlook:   "The add-in 'C:\Program Files\Symantec AntiVirus\vpmsece4.dll' could not be installed or loaded.  This problem may be resolved by using Deteact and Repair on the Help menu.

I have tried what someone has already suggested before like.

An addin could be interfering. Disable Outlook Addins.  With Outlook close, do a search for and rename extend.dat file.

Extend.dat is located in C:\Documents and Settings\<user>\Application Data\Microsoft\Outlook folder. It is a hidden file, so you have to unhide hidden files. Go to any folder and select Tools > Folders Options > View. Check "Show hidden files and folders". Click OK.

Repair Outlook. With Outlook open, go to Help > Detect and Repair.

So I looked for the extend.dat file and I can't seem to find it.  That is a user specific file I think, there were other people in outlook at the time.  Do I need to try this when no one is in outlook?  

I have also tried a Detect and Repair while people were in outlook.  Nothing was fixed, should I do this when everyone is out too?  

So basically are there other options to solve this problem and/or should I try and solve this problem when no one is in outlook with the solutions already given?

    but directory path:

    C:\Documents and Settings\<user>\Local Settings\Application Data\Microsoft\Outlook

    You missed the Local Settings folder
