are clientaccesspolicy.xml files requested everytime a reqeust is made for a particular service?

I am making a webservice call inside my Silverlight 2.0 application to a site which is hosting a clientacesspolicy.xml file.  For every user that makes a request for my application does that also mean that they make a request to the clientacesspolicy.xml file?

I got this answer from the Silverlight.net forums

if the request comes from silverlight.- yes - you can see with httpfiddler the calls
if clientaccesspolicy is nto found (404) silverlight makes a lookup for crossdomain.xml
