Fresh Vista Install: Windows is unable to find a system volume that meets its criteria for installation

I have 1 SATA drive, no jumpers
1IDE DVD drive on its own chain
No card readers.

The drive is marked as active, one partition 244GB. I had a 34GB drive in there as active, same issue.

I am attempting to reimage my existing vista business sp1 machine (Dell Dimension 9100 with 3GB ram), which was an upgrade from XP pro with the Microsoft action pack Vista biz sp1 DVD. I booted off the cd. I formatted the c: drive using the advanced disk options. Highlighted my new 38GB (I know very small, but a system partition) and clicked next to get "Windows is unable to find a system volume that meets its criteria for installation" I ran the diskpart tool and formatted the drive with NTFS, same issue. I then repeated with the 255 GB drive, same result.  

I have used acronis disk director to format and ensure that the parition is active and is NTFS.

I copied the setupact.log file to my working machine with this information in it:

Had the disk been configured as a Dynamic Disk? That can sneak up on you, sometimes.

I saw that in the misc discussions around the web, so I made sure that diskpart formatted as a non dymanic

After 3 days of trying about 20 or so different configurations.  I GOT IT!!!

The boot order on my machine was set to:

1  USB Device
2 -  CD Rom
3  SATA drive.

There was no USB Device present, so I changed it to:

1  CDROM
2 -  SATA Drive
3  USB Device

It worked!  How crazy is that!   I have done so many of these reimages with windows versions over the years and could do many with my eyes closed.  I never had this much trouble to think to have to change the boot order.
