Can't VNC into a PC.

We have a non-networked PC that houses our Access Card software.  I wanted to set up VNC on this machine, but am having no luck. VNC free version 4.1.2.  Like I said, this PC is not networked, but it is connected to the internet via direct connection to a switch.  I can ping my computer from this machine, but I can not do the reverse (ping it from mine).  Firewall is set up to allow VNC on Port 5900 and anti-virus should not be an issue.

Can anyone offer any suggestions?

Thanks, man.  I did not know that regarding the switch.  Any other suggestions as to how to remote into this PC while it is connected to the switch?
maybe I said a wrong thing. describe your network topology. maybe there is something I miss. and tell me the model of your switch
Have you tried to ping that computer with the firewall down?
Please, could you answer my questions?
