I set up a VPN,if I login user who has member of remote desktop users & operators but getting msg"To logon to this computer you must be granted terminal services right" when admin no problem to login?

I have set up a VPN connection using server 2003. I have given the right to the user as member of  remote desktop users and opreators, when try to login through mstsc then getting error msg that the user is not the member of remote desktop users group (which is built-in)  or remote desktop users group needs to be allowed logon throgh terminal services right.

Is the W2003 in Terminal Server or Remote Admin mode? Latter does only allow for admins to RDP in.

Could you explain the Grade "C" only please? "C" stands for "has been of little help, but pointed in the right way". It's the worst Grade you can give besides "no Grade" of course.

I have found out that I am running Terminal Server by your advise but still it was acquiring Admin authority for the user who is trying to connect.
But the problem has been solved by giving permisson to the user as member of Remote Operators in Terminal Services Configuration/Connections screen rather than your advise "Remote Admin mode? Latter does only allow for admins to RDP in."
