H323 PSTN busy signal

I have setup my callmager with H323 gateway and also my H323 router connect to pstn, I have no issue to dial out but the incomming call from the pstn to the router get a busy signal. here are config on my router

voice class codec 1
 codec preference 1 g711ulaw
 codec preference 2 g729br8
 codec preference 3 g711alaw
 codec preference 4 g729r8


dial-peer voice 2000 voip
 destination-pattern 20..
 voice-class codec 1
 session target ipv4:172.16.30.10
 dtmf-relay h245-alphanumeric
!
dial-peer voice 1 pots
 incoming called-number .T
 destination-pattern 9T
 direct-inward-dial
 port 1/1/0

Anything I am missing

Try seperating your outbound dial peer and inbound dial peer create a second dial-peer like this
dial-peer voice 2 pots
 incoming called-number .T
direct-inward-dial
port 1/1/0
forward-digits all
Don't forget to remove the like entries from the original dial peer

This is just a single analog phone line isn't it? If so you setup a connection plar to forward all incomming calles to an extension.
