How do I create a standard Business Header and Footer for emails in Outlook 2007/2003

How do I create a Header and footer for a business client for his emails in Outlook 2003 (and 2007)

I've spent ages searching tutorials etc.

And can I add a backgrround image as well?

Thanks but I want a standard template so when a new email is opened it appears formatted with the Company logo and footer.

You should be aware that emails are sent through a lot of different systems, and up on a lot of different clients.  It's virtually impossible to guarantee a uniform look and feel across all destinations.

You may just annoy recipients when graphics don't display properly, fonts are unavailable, or animations don't run.  Also bear in mind that mobile users - BlackBerry, etc - are more and more popular, and these are even more troublesome to work with, and also that devices with smaller screens may not want to scroll through several lines/screens till they get to the actual message.  

I'm not saying don't do it, just Keep It Simple, and test it across a range of recipients thoroughly - including webmail like Hotmail and Gmail.
