Go to the properties of the user in the active directory , then on the exchange general tab >Storage limits, uncheck the option that says use mailbox store defaults and then check the boxes for Issue warning at (KB), Prohibit send at (KB), Prohibit send and recieve at (KB) and add the values you want in KB to increase the mailbox size for that user.

for an exchange server 2003(SP2)you can extend the DB upto 18 GB(for a standard SBS).
I don't know about 6.5 worth a try.

To configure the database size limit for a database:

1.On the computer running Exchange Server, start Regedit.exe.
2.Open one of the following registry keys:
3.To configure the database size limit on a mailbox store, use the following registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MSExchangeIS\Server name\Private-Mailbox Store GUID
