Is ISA on the same box as the dhcp server?
This is just a suggestion, but It might be worth moving DHCP to another server, uninstalling dhcp, then reinstalling and moving DHCP back to this server. Everything I can see supports adding DHCP to an ISA server and not the other way around which is adding ISA to a DHCP server. I don't know what difference it will make but it's clearly a problem for you.

Doesn't matter which way round it is done - ISA supports both. However you need a firewall rule to allow the traffic as well as an amendment to the System policy.
