The remote server did not respond to the connection attempt

Inbound Public Folder messages are trapped in a retry queue. A delayed delivery notification and eventually an NDR stating that 'It is unable to deliver messages to the following recipients due to being unable to contact the destination mail server.'
If the first server in the msExchOwningPFTreeBL list is unavailable, external inbound Public Folder mail should route through the second entry in the list? This is not happening at present, any assistance would be gratefully accepted.

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

replicate between Front-end to back-end?

AshlingGarryAuthor Commented:
Yes - Replicate the PF Hierarchy only (as opposed to content) onto the Front end servers?

Quote - "it could be advantageous to configure gateways or bridgeheads with hierarchy-only public folders, or at least have hierarchy servers available within the inbound routing group"

if you have a PF store on the front-end server then by default the hierarchy is replicated.
