Can I migrate Exchange 2003 to Exchange 2007 while Exchange 2003 is off line?

I try to migrate Exchange 2003 to Exchange. I was told that I could not migrate to Exchange 2007 while Exchange 2003 was offline. Is it possible to do it offline.

I will try to move the user accounts to other Exchange 2003 server for now and  do the migration.

If you want seamless migration, you need to have 2003 Exchange that has all the mailboxes, so that you can move it and everything is fine.

Otherwise, you will have to make psts of your mailbox and then import it to the new Exchange 2007, which will be a pain.

Thanks for your reply. The thing is the data base for mail & public folders are getting so big, 100gb. If i do it online without connecting to the public IP. If after the mirgration is done but fail, Can I keep the old Exchange 2003 server running while I'm trying to fix the problem.
