How to improve an exchange 2003 with $3000 and $10000

Company has one (1) exchange 2003 server with 2 Branches
What would one do to improve the exchange server in terms of reliability and its support if one have only $3000 and if one have 10,000

    You will have to explain your current setup and configs, before anyone can recommend anything. Also what are your expectaitons

    What would be an improvement in reliability? $3k will barely buy you Exchange Enterprise, which you would need for clustering and failover, let alone licensing for the cals and Windows Enterprise and hardware.
