Can you create a new user and assign it to the local administrator's group?  If so, that user could reset the administrator password.

Remeber guys I have no physical access to the PC and NO I cannot create a usr account with admin right, remember Access Denied
If the PC is on your domain, you can use the domain administrator account to access the PC through Computer Management Console to change a local password.  The group "domain administrators" is automatically added to the local "administrators" group when the workstation joins a domain.
Yeah the problem with that is this PC was not able to contact the domain and not letting users login to the Domain account so the only thing I have right now is This Computer loggin and a user with only Power User rights
Have you tried reaching the PC i.e. PING, remote desktop, etc?  It sounds like the solution will be a bootable CD and a phone call with the user to walk them through the reset process.
you cannot create a user or change the password of an account other then the users with poweruser privillages. You should reset the administrator or any user that has administrator user privillages. You should use the program mentioned at the above link to reset the administrator password.
Well what I endedup doing was using PCLoginNow_Full_2.0. and creating an ISO disk
sending the CD to this office and having someone boot to it.
it works pretty good stuff..
