Could not find a Web Server at

I'm getting this error when I have a client try to upload their website using Expression Web:

Could not find a Web server at 'websitename' on port 21. Please check to make sure that the Web server name is valid and your proxy settings are set correctly. If you are sure that everthing is set correct, the Web server may be temporarily out of service.

Do you have any idea what this is or can I run a program on their PC to check for Port 21 availability?

    try any ftp program, i would use core ftp

    Have them check the port 21 via the command prompt.  Make sure the domain name has propagated to the new server. might also help.
