How can I make underlays work in a page footer?

I have a pre-printed form that I need to implement as an underlay in a crystal report.  The pre-printed form is laid out exactly like crystal.  It has a Page Header, a Detail Section and a Page Footer.  No matter what I do, I cannot get the underlay to display properly in the page footer.

I know the underlay won't work for a page footer if the underlay is placed in the page header.

I've tried placing the underlay in the Report header and that doesn't seem to work

I've tried "slicing" the BMP into two piece in photoshop.  I can use this technique to get the underlay to work in the footer, but I can't get the two images to line up correctly.  Any help would be greatly appreciated.

Do you need a page footer?
One way to try is to trick Crystal

Add a formula like

If {Field1} = {Field1} then

Add that as the first group.
Suppress the group header
You can then use the group footer as a page footer.

Shrink and Suppress the page footer.

I like the idea of using the group footer, but the problem is the data returned by the query might require crystal to print multiple pages.  In that case I would need to be able to force the group footer to print on every page.  Do you have a work around for that?

You can force the group header to each page.  I don't know if that will force the footer also.
