Flash videos - control of buffering/playback for Internet video streams

Is there any way to increase the buffer size/delay the playback time of Flash videos being streaming from the Internet? I saw an article about Flash Playback but couldn't decipher exactly what the fellow was talking about - whether it was coding I would have to do or whether it was a separate purchaseable product - e.g. a professional version of Flash.  Are there any substitutes for the Flash player that I can download for Youtube videos to play that might have more features and Youtube would just take them as standard Flash?

This might be what you need.

There is a great wizard which will create the embedding code for you. Buffer length is under the Behaviour title.

This looks like something I would use to add video to a Web site - not what I want to do. I want to improve video streaming to my computer from a video streaming server somewhere else. As well I don't want coding - I want a finished product and am willing to pay for it but not the minimum $1000.00 Euros the fellow at this link is asking for 'doing the work' for me.
