How do I reset internet security zones in SBS 2003 for workstations?

I have a domain where the workstations internet security zones can not be customized, nor can they be lowered below the Medium setting.  Each machine is identical so I am assuming this is a group policy, however, I have not been able to figure out where to change this setting.  Any help would be appreciated.

I don't believe there is a default policy, but I have noticed you cannot change on some systems. You would have to be an admin of the workstation. You could try creating a policy to override the defaults. If you wish to give it a try, I haven't used it but try creating a policy attached to an OU containing the users you wish to affect using:
User configuration | Windows settings | Internet Explorer maintenance | Security | right click on "Security zones and Content ratings" in the right hand window, and choose properties | Select import the current security zones and privacy settings (you will get a notice about "enhanced security" this will not apply to your workstations, you can ignore | click Modify settings and make your changes

Remember policy changes take up to about 90 minutes to apply unless you run  gpupdate /force on the workstation, and these changes require a log off by the end user.
