Exchange - Appending Subject line and Prepending body of all outgoing mail

We are running Exchange 2003.
I'd like to set some rules on the server or in group policy that would effect all users:

I need to append a tag to all outgoing email messages, example:

OUR COMPANY: then the subject

I also need to add to the end of the body your standard legal jargon to all outgoing email but i'm not sure how to do this or if the subject line is even possible.

This questions has been asked before and unfortunately the answer is no, at least not with tools that come with exchange 2003.

However, if you are planning on upgrading to 2007 any time soon then you can do it with that version.
