More PHP Errors

I am trying to add a captcha to my web site.  I am receiving the following error messages:

Also during the processing I get this error:
PHP Warning: require(php-captcha.inc.php) [function.require]: failed to open
stream: Permission denied in
C:\Inetpub\wwwroot\CEIWebsiteV2\html\contact_process.php on line 3 PHP Fatal
error: require() [function.require]: Failed opening required
'php-captcha.inc.php' (include_path='.;C:\php5\pear') in
C:\Inetpub\wwwroot\CEIWebsiteV2\html\contact_process.php on line 3

I have an outside company working on the Captcha but any kind of errors they refuse to help resolve.  According to them, if I fix the above errors everything will work.  Can someone  help me please.

Sounds like the C:\Inetpub\wwwroot\CEIWebsiteV2\html\contact_process.php is not readable by PHP.

OK, how do I fix that?

This could be a directory permissions error.  I'm not very familiar with IIS, but on a Linux system, you would look at chmod() to grant read permission for that directory.

OK, everyone already has Read and Execute rights to that folder.

This is so stupid!  The programer never restarted the IIS service after installing the code.  Thank you for you help.  I hate the easy fixes.
