Winforms app and OLEDB to SQL across WEB?

Can a .NET WINFORMS application (designed to be downloaded and installed on a User's PC) be made to reach across the WEB and directly access a SQL database (hosted on an ISP like using something like OLEDB?

If yes, can such access be done securely?

    You can use the System.Data.SqlClient to access an SQL Server database with an IP address.
