Do 16-bit apps run on dual-core CPU?

I have this 16 bit application that we are trying to run on a Dual-core CPU computer. It runs occasionally but then i get the following error:
"The Win 16 Subsystem has insufficent resources to continue running. Click OK, close your application, and restart your computer"

the computer has 1 GB RAM and plenty of disk space. We acutally have 2 16-bit applications and this occurs for both apps.
