    Accepted Solution

Its normally set in group policy Open the Default Domain Security Policy->Local Policies->Security Options->Interactive Logon: Message text for users attempting to log on

And enter your message - there is also a similar "Message Title"

KCTS That would have worked if i was working on a regular 2003 server with AD but this SBS 2008 is a horse of a different color.  I am still looking for the answer.  Part of your answer is the solution just where the daggone section to turn on interactive logon in gp management is would be a good start.  I didnt know this part at the time i stated my initial question
