Logged in as local admin. Done this before in other environments and other TSes within this org. I haven't seen this before. is it a farm setting that needs to be doled out?

The server has a static, it was moved from one datacenter to current. Needs this change for users to get on tomorrow.

Same thing happens when you re-boot then log on directly from the console as local admin?  What if you disconnect the network cable?  Can you then look at properties of the NIC?
I have seen similar strange things sometimes right before it does a repair of the Presentation Server MSI installation.  I would check the event logs for anything unusual as a starting point.

    Accepted Solution

There was no good answer here as the software (not Citrix) was tied to the MAC address and therefore, when the server moved it was pllugged into an adjacent port. The software is integrated enough to rule out plugging into the wrong port by making the entire system useless. Awesome.

Thanks for your insight, it was a good avenue with normal software.
