rule or policy to copy emails deleted by users to my inbox

Is it possible to create a rule or policy on Exchange Server that would copy any email that a user deletes to my inbox?

Hi,
What you are asking is not possible out of box in Exchange.
I would rather recommend implementing Message Journalling in your environment, that would be better. It would not only keep a copy of deleted mails but any mail that enters any mailbox. But you would be increasing the size of your store, so make sure that Mailbox being used for Archive, should  be ideally on an independent Store/Database.

Will journaling show a sent item that subsequently gets deleted in both the sent items and the deleted items? Is it easy to review / filter all the email items in the journal?

Hi,
Journalling would basically copy all new incoming/outgoing mails (transparent to users) to another dedicated mailbox, that you can monitor at your ease.
Just that it will increase size of DB, hence keep it on another dedicated DB (if your Exchange version allows that)
