Force user to except Outlook read receipt

I have a manager that wants the employee not to have the right to deny email read receipts.  Is there a way, maybe through group policy to force the users to send a read receipt so the manager knows the users read the email?  We are currently running on Windows 2008 DC, Windows 2003 with Exchange 2003 running.
