Cisco config file saving issue

I have two cisco routers. one is a 1700 series and another is a soho mocel. and both after i setup configs and save via copy run start, after a power down the router still goes into the menu setup options and even after i decline to go trhu it the configs are gone. Why is this?

The config register needs to be changed to 0x2102.

It sets boot variables.  For example, the config-register was probably set at 0x2142 which tells the router to not load the startup-configuration on boot.  This is typically used for password recovery.  Most times it is forgotten to set the config-register back to 0x2102 which is "normal" boot.
