Why am I now getting a "general Failure. the URL was ......when I click on a URL within my email or RSS feeds in outlook????

Getting General Failure.  The URL was ....

Why am I now getting this "general Failure" message when I click on a URL within email, outlook or RSS feeds...didn't get it before, but am getting it now, and it drives me crazy

Have you recently downloaded a new/updated an exsiting web browser?  If so, you should try to go into the program defaults and make sure that you set it so that that particular browser is to be the default app for everything web related.
For example, if you use IE 7, select Tools | Internet Options | Programs tab and look under the Default web browser section

IE is set as my default browser  IE 7,  Everything else seem OK, however my NEWSGROUPS is set as OUTLOOK EXPRESS, which I took off this system when I loaded OFFICE 2007...
Hmm, so when you are in IE7 and select Tools | Internet Options | Programs tab, under the Default web browser section the Make Default button is disabled (grayed out)?  If not, then click that button.
Another thing to look at is open the Windows Explorer (e.g. open My Computer) and select Tools | Folder Options... | File Types tab.  Under the Registered file types, scroll down to URL and under the Details for 'URL' extension section see what is listed as the program this Opens with.  If it does not say Internet Explorer then click the Change button and select Internet Explorer from the Programs list.

That seems to have worked..a file type "URL LAPD" was set to open with Outlook Express, instead of IE....all the rest were set to IE, but this may be the file typ of embedded URL or something....working so far.....thanks a million....
