mail stuck in Delivery Exchange 2003 Queue

I just brought up an Exchange 2003 Server on my network and I get mail, but it is getting stuck in the delivery queue and not getting to the office 2003 client.  All the prpoer services are started.

delivery queue is for outgoing
incoming do not use queue...

so, let's start from beginning again.

can you write an email to your internal user (from user A to user B) ? (you should)
can  you write an email to your external user , if you can't, is that email domain resolvable or not...
