Properties of POP3 Connector Manager doesn't open

I want to configure POP3 Connector Manager on my SBS 2003 SP2.
In my mmc console I've added the 'POP3 Connector Manager' snap-in.
I right click on the 'POP3 Connector Manager', I check 'Properties' the properties screen appears and disappears immediately.
It isn't open in the background. In the Task Manager I can't find it neither.

When I open the Exchange system Manager and try i under Connectors, I have the same problem.

What can I do to open the properties of the 'POP3 Connector Manager'

    I have seen this question a few times on EE. There are a couple of reason - either the POP3 is not properly installed, or user have applied Windows Updates BEFORE the SBS is fully configured.
