how to create an GPO

Hello,
i have a problem when i want to access one specific internet adress because windows IE bloceked pop- up windows there. So i would like to disable pop-up blocking for one specific address. After that i want to create a GPO and distribute the new GPO to users.  Could you help me how could i create the GPO? I mean how can i disable pop up blocking for one specific internet adress.

Open IE>Tools>Internet Options> Privacy

in the bottom half you should find the Popup-Blocker. Cick on the Settings button..
and add the site you want to be "Excluded" by the Pop-up Blocker.

The OP asked about a GPO to set this option for distribution to multiple users. So, to clarify:

If the client has up-to-date IE7 administrative templates installed, the following GPO will allow them to achieve this:

User Configuration > Administrative Templates > Windows Components > Internet Explorer > Pop-up allow list

If not, the administrative templates can be downloaded from http://www.microsoft.com/DOWNLOADS/details.aspx?FamilyID=11ab3e81-6462-4fda-8ee5-fcb8264c44b1&displaylang=en

Run & install, then go into Group Policy, import these into the User Configuration by right clicking on Administrative Templates, navigate to %systemdrive%\Program Files\Microsoft Group Policy and import the inetres.adm. You should then be able to configure the GPO above.
