Why is scrolling through a network folder containing AutoCAD .dwg drawings slow for only one user?

I work for an engineering company that has many AutoCAD drawings and users. One in particular has trouble scrolling down the list of files (in Details view) contained in a network share if that share has many .dwg AutoCAD files in it.

There was a similar question posted here: https://www.experts-exchange.com/questions/22416809/slow-scrolling-in-windows-explorer.html but the suggested solutions were tried and failed. One comment mentioned specifically having trouble with a long list of .dwg files, but the question was subsequently abandoned after no responses.

Other users on different machines can scroll down the list of files in the same share without issue most of the time, but there are some intermittent problems with other users. However, the primary concern is one user who can never scroll without locking up and waiting 30+ seconds for the scroll to work.

The Digital Signature Validation option is disabled for .dwg files (something that cleared this same problem up for the rest of the company months ago).

Network share is in corporate headquarters, user is in branch office. 1.5 meg MPLS network between the two. Don't ask me anything beyond that and expect an answer right away, I'm relatively ignorant on our networking so far.

Clarifications:

The folder view doesn't matter. Scrolling is in the downward direction in Details view, towards the right in List mode, but the scrolling still locks up in any view.

Share is located on a Windows Server 2003 server.
Could be a memory issue

Could be their network card or the port on the switch they are running thruogh is only running at half duplex instead of full.

Their network card might be 100mbps vs 1gbps of the other users or at least running at the slower speed.

Hard to say. Might be older versions of the library for the control that holds the file list.
