how to create a compressed (zipped) folder from the Windows XP command line

I want to set the folder property "compress contents to save disk space" from the command line.  

View this property by selecting the folder in explorer.  Right click select properites from drop down menu.  In properties window, select General tab.  Click on the advanced button.  See the "Compress contents to save disk space" (this is the property text under vista, might differ under other window OS versions)?  I want to activate this property from the command line under XP/2000/Vista.
