Certificate Authority Server

I was asked if there is a way to setup a CA "Certificate Authority" Server in our Exchange 2007 environment so that all users can use the Encrypt/ Digital ID feature of Outlook.

The key to this setup is that our Cert's need to be trusted by other Companies on a global level.
