Active Directory - Home Folder - Local Path not working?

My company is moving from roaming home folders and profiles to local accounts to improve performance.  I'm trying to use Active Directory to set the Home directory for users to a folder located on the D:\ partition.  I have tried entering D:\%username% for the home directory local path for my test user, but when I log in as the test user no D:\testuser\ folder is created and the users home directory is pointed to C:\Users\testuser.

Am I missing something here?  Does entering a local path not work because AD is trying to create the directory immediately as if it were a network share?

How do I get the user's home folder to create itself on the D:\ partition of their local machine?
