TODO notation

In the java code, it is common practice to leave notes to oneself like so:
// TODO: handle case for some thing

In Eclipse, if TODO is in upper case, the TODO is in a bold and a little blue rectangle appears off to the right, indicating that there is something to do. ie, its treated like a keyword of sorts. If todo is in lower case, it is just plain text with no blue thing.

So the question is:
Is is convention that the TODO is in uppercase, or is this just what Eclipse thinks?
