CDRW/DVD Issue (Code 39)

Hello all,
I have a client who has a Dell OptiPlex GX620 ultra small form factor and is having a problem with her CDRW/DVD unit.  Everytime that I try to install the driver it comes back and says that "Windows cannot load the device driver for this hardware.  The driver may be corrupted or missing.  (Code 39)"
The unit is an HL-DT-ST CDRW/DVD GCC4244 (at least that is what it is identified as under device manager).
NO BEFORE YOU GO INTO EXPLAINING WHAT TO DO, PLEASE READ THE REST OF THIS!!!!!!!!!!!!!
There has been NO uninstall of any rewritable CDRW programs (actually there are none installed on this PC).
I have gone through looking at the registry to remove the upperfilters and lowerfilters and there are none of these in the registry to begin with. (Which makes sense since any rewritable CD-RW software has never been installed to begin with).
I used the Doug Knox fix and then rebooted and it still does not work.
I have no clues as to what to do on this one.  I really do believe that the driver is corrupted, so where do I get a driver for this particular model (Dell just has the firmware upgrade).
