Windows Update Failing on Window Server 2003 SP1 error 0x8024D007

I am having a problem getting our Terminal Server to auto update, it is sitting on the Windows Server 2003 SP1 the error code I get is 0x8024D007...I have done the following to try solve the problem
1) Run Batchscript to register the following dlls
REGSVR32 WUPS2.DLL /S
REGSVR32 WUPS.DLL /S
REGSVR32 WUAUENG.DLL /S
REGSVR32 WUAPI.DLL /S
REGSVR32 MUCLTUI.DLL /S
REGSVR32 WUCLTUI.DLL /S
REGSVR32 WUWEB.DLL /S
REGSVR32 MUWEB.DLL /S
REGSVR32 QMGR.DLL /S
REGSVR32 QMGRPRXY.DLL /S

All of them succeeded except the WUAUENG.DLL & QMGR.DLL which returned the following error
LoadLibrary("WUAUENG.DLL") failed - The specified module could not be found

When trying to start BITS I get the following error "Error 126: The specified module could not be found

I have attached a copy of the WindowsUpdate.log file...

Any ideas of where to go next?
